Top 5 STR Program Challenges for Governments
Short-term rental regulation has moved up the priority list for governments around the world. Cities, towns, and national authorities are under growing pressure from residents, housing advocates, and elected officials to get a handle on the sector.
But wanting to regulate STRs and being able to regulate them effectively are two very different things.

Having rules on the books is not the same as being able to enforce them. The distance between policy and day-to-day operations is where most programs begin to break down — and closing that gap requires more than policy design alone.

Residents often become the first signal that STR activity is happening at all. Managing that pressure — and turning it into something actionable — is an ongoing operational challenge that consumes significant staff time and political bandwidth.

STRs represent a revenue opportunity for governments that is frequently under-realized. Not because the opportunity isn't there, but because capturing it consistently requires coordination across systems and teams that aren't always aligned.
5. The Resource Constraint
All of this has to happen within the limits of what government teams can realistically support. STR oversight rarely comes with dedicated staff or budget — it's layered onto existing responsibilities, and the outcomes reflect that reality.
None of these challenges are insurmountable. But the governments that are making meaningful progress tend to approach them differently — starting with a clear understanding of where the gaps actually are.
